Francis Joseph Harvey served as the 19th Secretary of the United States Army
Harvey was born and raised in Latrobe, Pennsylvania. He earned his doctorate in Metallurgy and Materials Science from the University of Pennsylvania and his Bachelor of Science at the University of Notre Dame in Metallurgical Engineering and Materials Science.
The majority of Harvey's career was spent with corporations that provided products and services to the federal government, particularly the United States Department of Defense, and included a year of government service. He was formerly CEO of the IT Group, a defense contractor. He was involved in over 20 major defense programs across the entire spectrum from undersea to outer space, including tanks, missiles, submarines, surface ships, aircraft and satellites. In addition, he was a member of the Army Science Board in the late 1990s, traveling to numerous U.S. Army installations, and participated in early studies that helped define the Future Combat System. Harvey also served for one year as a White House Fellow and assistant in the immediate office of the Secretary of Defense, Harold Brown, in the late 1970s.
Harvey held various professional, management and executive positions within the Westinghouse Corporation from 1969 to 1997, including President of the Electronics Systems Group, President of the Government and Environmental Services Company, and Chief Operating Officer of the multi billion dollar Industries and Technology Group. Harvey was also a Director and Vice Chairman of Duratek before his appointment as Army Secretary, a company specializing in treating radioactive, hazardous, and other wastes, as well as a member of the board of several other corporations. Today, he continues to serve as advisor and member of the board to several corporations in America.
Secretary of the Army
Harvey was nominated to serve as Secretary of the United States Army on September 15, 2004 by President George W. Bush. He served in this capacity from November 19, 2004 to March 9, 2007. In this position, Harvey served as the senior civilian official within the Department of the Army. He was responsible for all matters relating to Army manpower, personnel, reserve affairs, installations, environmental issues, weapons systems and equipment acquisition, communications, and financial management, as well as an annual budget of $98.5 billion and over one million soldiers, personnel, and contractors.
Secretary Harvey currently serves on 14 boards and is an Advisory Board Member to the Veterans Memorial & Support Foundation of Los Gatos. He and his wife of 40 years, Mary, are residents of Los Gatos and have two children, Francis, a resident of Colorado and John, a resident of Willow Glen and five grandchildren.

Jim is a Vietnam Veteran, serving in the U.S. Navy as a technician on guided surface to air missile defense systems aboard the USS Goldsborough, DDG-20 a new class of guided missile destroyers. The Goldsborough was based in Pearl Harbor Hawaii and was the command ship of the Pacific fleet at the time and was involved in several missions in the Golf of Tonkin, Vietnam during that conflict.
Upon being honorably discharged from the U.S. Navy, Jim attended San Jose State University, graduating in 1971 with a B.S. degree in Business with a concentration in real estate and a minor in mathematics. He became involved in the commercial real estate appraisal business and started his own appraisal firm, Urban Land Research, appraising all types of residential and commercial real estate for about thirty years. He is a past President of the South Bay Chapter of the Society of Real Estate Appraisers and served several years on the Board of Directors of the Northern California Chapter of the Appraisal Institute and was a certified instructor. Jim was also a Senior Certified Commercial Broker with Coldwell Banker Commercial from 2000 to 2008.
Jim served as a board member of the Campbell Chamber of Commerce for nine years and was also a member of the Historic Downtown Campbell Steering Committee. Jim is the past President of the Campbell Kiwanis Club and was selected Kiwanian of the Year in 1999. In 2003 he was selected as the Campbell Chamber of Commerce Citizen of the Year. In June, 2013, State of California Assemblyman Paul Fong, selected Jim as the Veteran of the Year for Assembly District 28.
In January 2007, Campbell Mayor Dan Furtado asked Jim to initiate and lead an effort to build a new Veterans Memorial in downtown Campbell. A committee was formed and was later incorporated as the Campbell Veterans Memorial Foundation, Inc., a non-profit corporation. He served as the President and C.E.O. of that corporation until 2012 and is now the Chairman of the Board. Jim has been married to Lucille Maravilla for ten years and enjoys snow skiing, scuba diving, back packing and photography.
