Those efforts encompass the following policy priorities for Michigan:<\/p>\n\t\t\t<a href=\"#\" id=\"fl-accordion--label-0\">Develop and implement a comprehensive &#8220;Biosciences Industry Growth Initiative&#8221; that includes an aggressive economic development strategy to re-establish Michigan as a global leader.<\/a>\n\t\t\t\t\t\t\t<a href=\"#\" id=\"fl-accordion--icon-0\"><i>Expand<\/i><\/a>\n\t\t<ul>\n<li><strong>Develop and Execute an Aggressive Bioscience Economic Development Strategy<\/strong><\/li>\n<li><strong>Establish a Visible Michigan Biosciences Industry Growth Initiative<\/strong><\/li>\n<li><strong>Recognize the Biosciences as a Core Industry and Economic Driver<\/strong><\/li>\n<li><strong>Bio-Industry Representation in Government and Economic Development<\/strong><\/li>\n<\/ul>\n\t\t\t<a href=\"#\" id=\"fl-accordion--label-1\">Improve Michigan&#8217;s business climate for biosciences with industry-specific resources that incentivize companies throughout their life-cycle.<\/a>\n\t\t\t\t\t\t\t<a href=\"#\" id=\"fl-accordion--icon-1\"><i>Expand<\/i><\/a>\n\t\t<ul>\n<li><strong>R&amp;D Tax Incentive:<\/strong> Michigan should re-implement an R&amp;D Tax Incentive of 3% or more<\/li>\n<li><strong>Re-Establish Angel Investor Tax Incentive:<\/strong> Michigan should adopt a tax incentive of up to 50% over a two year period on qualified investments, allow a five-year carry-forward, and allow immediate tax year effect<\/li>\n<li><strong>Allow State Funds as Match for Angel Investment<\/strong><\/li>\n<li><strong>State-Assisted Bank Financing or Lending Products<\/strong><\/li>\n<li><strong>Tax Incentive to Offset Portion of Federal FDA User Fees<\/strong><\/li>\n<\/ul>\n\t\t\t<a href=\"#\" id=\"fl-accordion--label-2\">Fully fund entrepreneurship, business assistance and capital investment programs to accelerate research discoveries into early-stage technology development and product commercialization<\/a>\n\t\t\t\t\t\t\t<a href=\"#\" id=\"fl-accordion--icon-2\"><i>Expand<\/i><\/a>\n\t\t<ul>\n<li><strong>Enhance Support for Innovation and Entrepreneurship<\/strong>: MichBio advocates for a restoration of $25 million total to fund programs that support tech transfer, early state proof-of-concept, and business acceleration<\/li>\n<li><strong>Increase Matching of SBIR\/STTR Funds<\/strong>: MichBio advocates that Michigan match should be increased from 25% to 50% for Phase I and Phase II grants<\/li>\n<li><strong>Assistance for SBIR Applications<\/strong>: Michigan should establish a small fund of $500,000 to provide financial assistance that offsets federal SBIR\/STTR application costs<\/li>\n<\/ul>\n\t\t\t<a href=\"#\" id=\"fl-accordion--label-3\">Invest in bioscience talent development through bio-industry-endorsed training and placement programs, and more rigorous K-16 science education.<\/a>\n\t\t\t\t\t\t\t<a href=\"#\" id=\"fl-accordion--icon-3\"><i>Expand<\/i><\/a>\n\t\t<ul>\n<li><strong>Support for Talent Training Programs and Facilities<\/strong>: Michigan should provide funding to higher education institutions, especially community colleges, for custom, accelerated training programs that meet the workforce needs of specific sectors or large employers.<\/li>\n<li><strong>Continued Funding for Michigan Corporate Relations Network (MCRN)<\/strong><\/li>\n<li><strong>Talent and Workforce Development Incentive:\u00a0<\/strong>Michigan should develop bioscience job incentives as refundable or otherwise fund talent acquisition and retention and ensure that skilled talent departing from one organization can be leveraged for another within the state.<\/li>\n<li><strong>Support for Public-Private Talent Assessment:<\/strong> A statewide workforce analysis supported by the Michigan Talent Investment Agency is needed to establish a baseline understanding of critical skill, competency and occupation gaps, as well as talent demand and supply across the state,<br \/>\ndifferent sectors and positions.<\/li>\n<li><strong>Enhance K-16 STEM Education and Curriculum Standards<\/strong><\/li>\n<\/ul>\n\t\t\t<a href=\"#\" id=\"fl-accordion--label-4\">Re-establish a regular Governor&#8217;s roundtable on the biosciences as an advisory resource.<\/a>\n\t\t\t\t\t\t\t<a href=\"#\" id=\"fl-accordion--icon-4\"><i>Expand<\/i><\/a>\n\t\t<p>Michigan bio-industry professionals are needed as legislative advisors to provide insight into industry needs, business and operational methods, and emerging trends relevant to policy decisions. An established Governor&#8217;s roundtable would provide an avenue for productive discussions on policy.<\/p>\n\t\t\t<a href=\"#\" id=\"fl-accordion--label-5\">Improve Michigan environment for bioscience innovation and eliminate burdensome regulations that stifle company growth to ensure patient access to healthcare innovation.<\/a>\n\t\t\t\t\t\t\t<a href=\"#\" id=\"fl-accordion--icon-5\"><i>Expand<\/i><\/a>\n\t\t<ul>\n<li><strong>Develop appropriate, targeted measures to manage patient drug pricing<\/strong><\/li>\n<li><strong>Tax Incentive for Patients to Access Clinial Trials<\/strong><\/li>\n<\/ul>\n<h1>\n\t\tTAKE ACTION\n\t<\/h1>\n\t<p>There are many ways you can get involved in the advocacy process including signing or composing letters to policy-makers, attending advocacy-related events, and staying informed on active legislation related to the bio-industry. The Caucus acts as an additional voice for the industry in the State legislature.<\/p>\n\t\t\t<a href=\"https:\/\/sites.neoninspire.com\/michbio\/policy\/bioscience-legislative-caucus\/\" target=\"_blank\" role=\"button\" rel=\"noopener noreferrer\">\n\t\t\t\t\t\t\tLEarn more\n\t\t\t\t\t<\/a>\n<h1>\n\t\tPARTNERSHIPS AND TOOLKITS\n\t<\/h1>\n\t<p>MichBio is part of a network of organizations that work nationally and internationally on behalf of the United States and global bio-industries. As part of those partnerships, MichBio participates in federal advocacy days, policy-specific advocacy efforts, and engages organizations within the state of Michigan to participate in national advocacy where appropriate.<\/p>\n<p>Given the number of issues across all sectors, MichBio leans on the national organizations to provide information on the current issues at the federal level and tools for advocates specific to the sector they represent.
